June 30, 2015, PSQL v12 is the only generally available version of PSQL. There are no plans to include Windows 10 support for PSQL versions prior to v12.

What is Defragmenter?
PSQL v12 database files can be defragmented without any engine downtime. Reads and writes can operate continuously on files as they are being defragmented. The Defragmenter (launch from the Tools menu in PCC) will identify files in use and can analyze fragmentation levels to help you quickly find the biggest problems first. What has changed in PSQL v12 licensing?
PSQL v12 Server and PSQL v12 Workgroup both have licensing that supports VM live migration. Prior to v12, this licensing feature was available only on PSQL Vx Server.This means that all three editions of PSQL v12 will work well in a hypervisor environment - their licenses will not fail validation when VMs are moved either manually or by the hypervisor. Instead of using several items to validate a PSQL license, PSQL v12 (Workgroup, Server, and Vx Server) uses just the machine name. This allows for greater hardware and configuration changes without invalidating the PSQL license.
What's New in PSQL Vx Server licensing?
There are two important changes in PSQL Vx Server licensing. First, PSQL Vx Server 12 is licensed based on the amount of data in use (the total GB of files opened by PSQL Vx Server 12 at any given moment). PSQL Vx Server 12 does not count concurrent sessions. Second, PSQL Vx Server 12 no longer requires an Internet connection to maintain a valid license. This change allows you to authorize your Vx Server once and then operate within a secure environment (not connected to the Internet).
If Workgroup and Server support live migration, why should I buy Vx Server?
PSQL Vx Server is designed for business scenarios where customers cannot or don't want to count users. The Vx Server 12 licensed specifically for SaaS and for instances where multiplexing is used. Both of these are not allowed under a PSQL v12 Server or Workgroup license. PSQL v12 licensing requires that multiplexed applications use Vx Server. Vx Server uses capacity-based licensing rather than measuring concurrent users. Multiplexing includes using hardware or software to pool connections, reroute information and reduce the number of connections to the database.
What is important about PSQL v12 support for Unicode?
PSQL v12 Unicode features include new relational data types NCHAR, NVARCHAR and NLONGVARCHAR or wide character data. These data types are available for the ODBC, JDBC and ADO.NET 4.2 access methods. There is also a new ODBC driver for wide character applications. The PSQL utilities Bulk Data Utility, PCC and Query Plan Viewer all now support Unicode.
