Roshtov Helps Protect the Data of Israel's Health System"Clicks Medical Information System, with Pervasive.SQL in the heart has 7,000 installations, 15,000 users and more than 5 million medical files. About RoshtovDr. Allon Zuker, formerly assistant director at the Soroka Medical Center in Beer Sheva, and Mr. Hanan Shahaf, an industrial engineer and business administrator, founded Roshtov Software Ind. Ltd in 1989. The company engages in software development, application design, implementation and assimilation of information system solutions, marketing and customer support. Its specialization is healthcare information system solutions for managed care and healthcare providers in different work environments and medical facilities. Roshtov´s main product is called Clicks® Medical Information System. The initial product, a basic, flat computerized patient record, evolved into a mature enterprise-wide patient-charting oriented medical system solution during a project for and with its customer, Maccabi Medical Services. In doing so, it covers 90 percent of the primary care population in Israel." Roshtov has continued to grow and currently employs 130 people. Overseas operations already include Clicks solutions in the United States, and after participating in a few projects in Eastern Europe, Roshtov is planning further activities outside the national borders. Business ChallengeIn 1989, Maccabi Medical Services, the second largest healthcare provider in Israel, wanted a cost effective and integrated solution that would improve medical documentation and traditional physician working methods, while enhancing the delivery of quality care. The center had some issues with reporting and accounting, as the information collected in the reporting process was not detailed enough and sometimes inaccurate. Physicians used to report quarterly to Maccabi using hand-written or type-written forms with only minimal information, and pharmacies and other offices supplying various diagnostic services sent in similar forms. With a growing number of more than 1,700,000 members, 160 multi-disciplinary regional centers nation wide, its own hospitalization facilities and over 2,000 physicians giving primary care and specialist services, these work processes needed streamlining. Pervasive's Solution Maccabi selected Roshtov Software as its strategic alliance partner for the creation of a new computerized clinical information system. Roshtov already sported a solid track record of small-sized solutions for physicians using Clicks, its Windows 95/NT based RAD type application generator. Roshtov created its own Clicks programming language, based on the common Windows interface and procedures, with its own supporting command language featuring more than 150 commands and functions. Clicks was developed especially for the creation and management of medical information systems, resulting in the solutions created with it to soon become the first mature environment available for physicians based on industry-specific requirements. A typical feature of medical information is that it cannot be standardized because the data registered for every patient is different. This characteristic results in records of variable length -- a specification which had to be taken into account from the very start when deciding on a database. The excellent variable record length management of Pervasive.SQL's transactional component matched the requirement perfectly. The fact that it also was a simple, easy to use and lightweight database with good performance and scalability at a reasonable price left no reason to consider any other database. This decision was never proved wrong. Eight years after the joint Roshtov Software-Maccabi project started, Clicks managed all clinical information and most medical and administrative data collection activities at Maccabi. The system is implemented throughout the organization and country, and for the entire patient population, allowing users to enjoy a completely paperless work environment. Data accuracy has improved immensely as well. Embedded connectivity takes care of communication to Maccabi's Clicks system for verification of member information and for daily and periodic reports for medical and administrative purposes. Patient records are clear and comprehensive thanks to Pervasive.SQL, which guarantees easy and reliable exchange of data and accessibility. Being able to use an existing database which meets all requirements has given Roshtov the chance to focus on developing solutions and functionality for its target group. Dr. Zuker explained, "With all the features we introduced over the years, for example, new features to support changing work processes or the introduction of emerging technologies, we have never had to look seriously into changing the underlying database. Pervasive.SQL supports relational and transactional requirements; it is compatible with older operating platforms like DOS but also supports the newest Windows version; and it scales easily from a few to thousands of users. Pervasive supports all. Why change a winning combination?" Bottom LinePervasive's reliability, scalability, performance and ease of use at a reasonable price have been the cornerstone of Roshtov's growth and success and that of its customers. With Rostov's solution, Maccabi Medical Services improved its data collection processes. Other healthcare providers followed. To date, Clicks solutions are fully operational with the three major healthcare providers in Israel, including the second largest HMO in the world, Clalit Medical Services (3,600,000 members, 14 hospitals and 1,200 primary and specialized clinics), as well as Meuchedet Sick Fund. In total, Clicks solutions cover millions of medical files. It is not unimaginable that in just a few years time the majority of primary and secondary medical care in Israel will be conducted within a Clicks driven environment, storing data in Pervasive.SQL.
